ABOut the project


Enterprise Community Development ("ECD," formerly Community Preservation & Development Corporation, or "CPDC") and Fellowship Square, a nonprofit organization committed to providing affordable senior housing, have joined together to redevelop the Lake Anne Fellowship House in Reston, Virginia. The project proposes to directly replace the 240 existing, occupied, affordable senior units at Lake Anne Fellowship House with 240 new affordable senior units at the new Lake Anne House. This project is located across the street from Lake Anne Village Center, a planned node to the northeast of Reston Town Center in Fairfax County, Virginia. ​

Lake Anne Fellowship House was constructed in two phases, the first in 1971 and the second in 1976. It is occupied by a diverse population of older adults with a wide array of physical and language obstacles. The building’s mix of studio and 1-bedroom units are fully occupied but dated; they no longer provide adequate living and community spaces, particularly for those with limited mobility. Furthermore, a combination of aging systems and deferred maintenance have contributed to unsustainable operating costs and a highly inefficient building.

​ ECD analyzed development scenarios for Lake Anne Fellowship House.  This analysis reviewed programmatic goals, design, rents, construction costs, and financial feasibility.  Conceptual design and construction costs were provided by third parties. The analysis indicated that while renovation was the most financially feasible option, it provided little or no opportunity for Fellowship to meet its goals for the property.  Furthermore, the ability to substantially renovate is hampered by its concrete construction and occupied status. Meaningful renovation would prove to be difficult and highly disruptive. The new construction option, while financially more challenging, provides the opportunity to meet multiple goals, including:

  • ​ Preservation of all 240 affordable units
  • New unit mix, most of which will be studio and one-bedroom units, with a small number of two-bedroom units
  • Additional handicap accessible units and common space
  • Centrally located common space, both indoor and outdoor
  • On-site parking, surface and garage
  • Energy efficiency and lower operating costs
  • Greater marketability

​ The design team presented two new construction options: 1) a five-story, concrete and wood building constructed in two phases or; 2) a seven-story, concrete-and-steel structure built in one phase.  Upon analysis, ECD recommended new construction of 240 units in one single phase. Single-phase construction would be the most efficient way to build and the least time consuming of the two options. It would also provide a building with structured parking, ample green space, and a substantial portion of land left over for sale.  It will be the least disruptive option for the existing tenants and provide the best opportunity to comply with ADA regulations as well as market demands for unit size and configuration. ​

The unit mix will change from the existing structures to the new building.  Studio units are expected to be between 470 and 750-square feet; 1-bedroom units will range between 550 and 740-square feet, and 2 -bedroom units are to be just under 1000 square feet.

The project will redevelop the approximately 6-acre site in three phases. First, ECD and Bozzuto will construct a new 7-story Lake Anne House building. Second, the existing Lake Anne Fellowship House will be demolished. Finally, Fellowship Square will sell the western portion of the lot to a national homebuilder who will construct 36 market-rate townhomes for sale. Construction, which began in May 2020, will take two years to complete. Relocation and demolition will follow, anticipated in the summer and fall of 2022.

Fellowship Square is owner of the existing Lake Anne Fellowship House, and is the project partner and co-owner of the new Lake Anne House.
